How to Change Global Defaults?

    Does anyone know how to change the global defaults for new VPGs?  I need to change the test reminder from 6 to 12 months so any new VPG will be flagged for testing in 12 months.  I have looked at the user guides and the KB but I do not see any discussion on how to change the Global Defaults.
