Shutdown VRA shut down a VM on another host

Environment: 

• vCenter 6.7 U3
• ESXi 6.7 U3

Event:

1. Needed to upgrade host
2. Put host in Maintenance Mode
3. All VMs evacuated
4. (2) VMs remained: guest VM and VRA
5. Manually vMotioned VM to another host
6. (10) minutes later, right clicked and powered down VRA
7. host goes into MM
8. SIMULATANOUESLY the last VM migrated (from step 5) powered down on another host!
9. Logs checked and confirms exact time down to the second: when I powered off the VRA on one host, the VM powered down on another host.

Anyone see this?  vMotion had occurred almost a full (10) minutes previously.
