SQL AlwaysOn Failover

Does anyone have documentation on getting a SQL AlwaysOn group to fail over to Azure?

I can get the nodes to fail over and come up.   I re-ip the listener but then nothing in Azure can talk to that listener IP.

Microsoft directions say I need to setup a load balancer with the listener IP, but I can’t do that without the VMs being in an availability set and Zerto doesn’t put them in a set and you can’t change that after creation.

I keep seeing all the documentation saying it is possible, but I can’t find a set of directions.

Any pointers, links, directions would be appreciated.
